We are experiencing issues when saving Tags for a document. When the document ‘Draft’ it works, but once published, the tags are removed ?

Hi, Andy.
Check whether the issue also applies to a site collection admin. This might be an odd suggestion but I’ve seen tags not working before when NT AuthorityAuthenticated Users do not have access to the TaxonomyHiddenList for a specific site collection.
Check the List permissions for the following item in your site:
<siteURL>/<sitecollection>/Lists/TaxonomyHiddenList
