Im new to sharepoint and I need to create a site for my user sto use but im not sure which template to use in its creation.
Two things that i need are the ability to have a Form Library and a DB library. Any suggestions would be much appreciated. I need the form library because my users will be using infopath templates to create documents.

Just add an app. from the Site Contents actions. Name it whatever you want. In our environment, we name our form libraries based on the form name. example: Leave Requests, Expense Payment Voucher, etc. You’ll need to publish your infopath template and set it us the template for your Forms library.

I tried a few templates but they didnt have form library as an app that could be added, is it possible to add them a different way from administration then?

Templates and libraries are independent of each other, in reality both are just templates used as starting points. So start with what ever site template you need, it is just going to configure the apps according to that template and you can add any libraries you want afterword.
