To add the users in SharePoint

Hi All,

      I want to add new user(create new user) for SharePoint application.How to I create a new user in SharePoint.

      If I need to use Active Directory for creating user? And also I don’t have Active Directory in my machine.

      I have to install Active Directory? Please let me know. I’m new to SharePoint
