Ok, I am done with lots of try here and there and no luck yet so finally putting my issue in sharepoint-community to get the help on this.
I have applied responsive design package from this codeplex solution – http://responsivesharepoint.codeplex.com/
Which is working as expected , however when I add the following snippet in “Banded” Page layout , I am unable to see the Page Content field at subsite level, however I can see the same control on root site of site collection.

Moreover, I have noticed that I am unable to see the “Page Content” filed in “Page Fileds” section of design tab in page layout snippet section for blank webpart page layout in responsive design package as shown follow ( It shows only Page Image filed but not other content fileds) :
can anyone please help me to resolve this issue ? ( I wonder if anyone has face the same )
Even , I dont see the page content field in subsite pages for default “Blank Webpart Pagelayout” page.
Is this by responsive design ? or Is there any prblm in page layout – I am not sure !! 🙁
Keeping my eyes toward resolution.
