How we can change the user permission withing sharePoint group
Suppose i have group “HR Group”
Users in HR group “User-1” and “Usre-2”
Now I want to set the User-1 Permission Level [Full Control] and User-2 permission Level [View onliy] withing “HR Group”

This sounds like a bad idea to implement, and as far as I know it is not possible. The whole point of using groups is to get better management of user permissions and access.
I would strongly recommend to create two groups for this purpose. An example would be one HR Admin Group, and one HR Read Group.
