I have configured workflow Manager 1.0 as described on:

Also Register-SPWorkflowService was run . I performed all the steps successfully but still am not able to create a wf 2013 via spdesigner at Platfom Type have only SharePoint 2010 workflow. Any idea what might be ?

I was able to fix it , all related with activation of site feature Workflows can use app permissions
