It really depends on a number of factors, for example is it a single VM per developer or a series of them per customer/project etc.
As a rough guide I’d say between $80 and $250 per server per month. Remember that most of these services are compute on demand, so you would only really be paying while the machine is running. So it could be less.
Other benefits like cloning a base VM with your preferred set-up for a new project, or taking snapshots at specific stages or even creating a dev, QA and prod environment in minutes obviously also apply.

Any chance you know the approximate monthly cost of a DEV environment in IaaS? I’d like to push for this in my environment, but need to do the research to determine the expense we would be looking at.
Many of the SharePoint and CRM partners I have worked with have been moving a lot of their dev compute resource to the cloud (mainly IaaS platforms).
The most extreme I’ve seen lately was a dev shop which implemented a BOYD policy supported by plenty of IaaS resources for the dev team. Suddenly there were 15 Macbook Airs in the team. Not one of which has more that 4Gb of RAM.
Lenovo W530. 32GB RAM. I’m currently using Windows 8 and Hyper-V to host my development VMs.
