I think a Migration service should be purchased and implemented into Sharepoint.

Administration version could be supplied as a SP Migration and integration tool as a part of content discovery, metadata analysis and migration of content.
It isn’t a giant leap of the imagination to do this for me, a component in office that looks at the data scans, categorises it, shows you what it has found for review and an import feature.
