If I could only use 3 people for an Intranet-based on SharePoint 2013, I would want a Web Developer heavy on Javascript, CSS, graphics design, a Business Analyst, and a SharePoint Consultant. My reasoning for these shoices are as follows:
1) I would choose the Web developer so that marketing company’s style, image, and brand would be reflected. Since SharePoint 13 allow design to be done in traditional web design tools (HTML 5, CSS, Dreamweaver), this person should be able to get up to speed on any differences fairly quickly
2) I would choose a Business Analyst to gather requirements for the business’s needs. An Intranet needs to be based around the day-to-day needs of the business. Mapping the needs of the business to the capabilities of the platform is more likely to result in a sustainable adoption of the platform.
3) Finally the SharePoint Consultant would be need to set up the servers, configure the platform and get the whole process rolling and to provide training for the business analyst and web developer on SharePoint specific features and processes.
I am making the assumption that the marketing company does not have an in-house SharePoint specialist of any kind. I am also assuming that the SharePoint Consultant would have administrator, architect, and SQL skills.
