All of our projects have actions triggered by dates. Thus notification when a date is reached would be useful. Fore example if the project list had “title”, and milestone date columns, can system send notification when date is reached?

You can use Information Management Policy on your lists. This allows you to kickoff a workflow… or you could use a workflow and add an action “pause” to pause until the date on the item, and then fire off the email.
